International Humor Exhibition of Piracicaba 2016: economic blockades against Iran prevent the payment of awards to artists of that country
Country suffering UN sanctions because of its nuclear program
The Organizing Committee of the 43rd International Exhibition of Piracicaba Humor reports that the awards aimed to Iranian artists Alireza Pakdel (winner category Charge and Grand Prix), Mahamd Ali Khoshkam (winner in category Strip) and Nasrin Abdosheyki (winner in the Caricature category) They can not be paid due to embargoes filed by the Council UN Security (the United Nations) on Iran, which are ratified by the Brazilian government, dealing with the nuclear program.
Payment of the Hall of awards to international graphic artists implies the transfer of values to personal accounts in their countries of origin. Because it is a public official, the city of Piracicaba, responsible for payment, using the Bank of Brazil Brazilian official bank.
The Bank of Brazil, in turn, does not make any money transfers to bank accounts in Iran following guidelines established by the Brazilian government, based on Decree No. 8,669, of February 11, 2016 , which complies with Resolution 2231 (2015) the United Nations Security Council, which deals with the Iranian nuclear plan.
The Organizing Committee of 43 International Humor Exhibition of Piracicaba and the City Department of Cultural Action, which reinforce all the awards payment processes follow firm monitoring devices for Legal and Financial Departments of Piracicaba City Hall. The same agencies note that payments made to other international awards in the case, Norbert Van Yperzeele (Belgium, winner in the category Mobility ) and Mauricio Parra (Colombia, winner in the category Popular Jury ), were performed normally since the country origin of their bank accounts do not have any economic blockades with Brazil (comprobotários documents of payments can accessed attached).
The Organizing Committee and the City Department of Cultural Action remind that the International Humor Exhibition of Piracicaba, in his more than four decades, has always been premised on the encouragement and dissemination of graphic humor without political barriers, social or geographical; part of the political issues, the Hall will always be doors open to the genius and the high quality of Iranian graphic humor in their next editions.
