General Rules and Regulations
1- Main theme The Global Understanding 
International organizations (ICSU , ISS C e CIPSH ), under the patronage of UNESCO declared 2016 as the International Year of the Global Understanding. This is a good purpose for humorous reflection on so many
misunderstandings spread by the media. From the world to the world.
It was with irony that, five centuries ago, Thomas More, thought about utopias after criticizing power abuses, inequalities and distortions of his time. His utopian city remains a beautiful contradition to global confusion and excesses...

In this context, the “UNESCO theme” - World Understanding - is in itself a horizon of utopia. Therefore, 500 years later, Utopia (1516) still is a precious book by its actuality.
Contradictions, conflicts, manifestations of force, abuse, migrant dramas, rights violations, new walls, greed and stupidity of different powers that control the world - all this seizes the humor art.
Wolinski said that the humor needs disaster, despair and nervous breakdown, to bloom (PortoCartoon 2009 catalogue).
This is the challenge: to promote the global understanding, with the
disagreement of humor!

2- Special Awards FOR CARICATURE 
Two great figures have been appointed for the 2016 edition of the Caricature Special Awards:
Charlie CHAPLIN (1889-1971)
A hundred years ago Charlies CHAPLIN lived his golden year. In 1916 he produced some of the biggest comedy films in cinema history. It was the year of greatest CHAPLIN’s productions: eight films, including The Tramp (whose character had created in 1914). Immortal figure in the history of cinema, CHAPLIN continues to delight children and adults worldwide.

Sara SAMPAIO (1991- )
International model born in Porto and living in New York, Sara SAMPAIO has been cover of the most famous fashion magazines in the world. She has humorous advertising such as the one melting the ice on a burger brand.
Perfect body?
Restless. She attracts great photographers with campaigns worldwide. They say she is an angel of famous brands!
3- In addition to participating with cartoons on the main theme, the cartoonists can also send works for the FREE CATEGORY, as per the previous editions.
4- The artists who do not wish to compete can send their works to the EXTRA-
-COMPETITION section informing of this decision.

5.1. Works must be originals and any kind of graphical technique will be accepted, including digital artwork, sent by Internet, if the prints are SIGNED BY THE AUTHOR and if they are indicated as PRINT NUMBER ONE, or a original to this contest.
5.2. Can also be presented sculptures pieces of humour, in any kind of material

6- The works can have at the maximum the following measures:
- in paper, 42 x 30 cm (DIN A3);
- sculpture pieces, 42 x 30 x 30 cm
7- The works should present on the reverse the following information: author´s name and address, title, theme section and year. The author’s CV in Portuguese or English (publications, exhibitions, prizes…) should also be sent.
8- Entries should arrive at the Portuguese Printing Press Museum until February 29th 2016, with the registration form.
9- The works should be sent to:

10- The participation in PortoCartoon means automatically that the author is waving copyrights of his works in any kind of support, concerning the production and diffusion of the festival.
11- The AWARDS, including a TROPHY and a DIPLOMAwill be the following:
Grand Prize Porto Cartoon 4000 Euro
(half in money and half in Port wine), travel and stay costs for the Awards Ceremony in Portugal
2nd Prize Porto Cartoon 1250 Euro
(half in money and half in Port wine), travel and stay costs for the Awards Ceremony in Portugal
3rd Prize Porto Cartoon 750 Euro
(half in money and half in Port wine), travel and stay costs for the Awards Ceremony in Portugal
Special Award for CARICATURE 1st Prize 500 Euro
(half in money and half in Port wine)
Special Award for CARICATURE 2nd Prize 200 Euro
(half in money and half in Port wine)
Special Award for CARICATURE 3rd Prize 100 Euro
(half in money and half in Port wine)

12- The Jury will have an odd number of judges and their decision will be final with no subjection to any kind of appeal or reclamation.
13- The awarded works will become property of the PORTUGUESE PRINTING PRESS MUSEUM and will be part of the INTERNATIONAL CARTOON GALLERY.
The others will be sent to the artists, if formally requested, after its public exhibition during the PORT OCART OON and possible exhibition in other cities and countries.
14- In case of using non-awarded works in other cases except PortoCartoon
exhibition or its promotion, copyright payment will be made to the artists
whenever it takes place.
15- All the artists whose works are selected for the exhibition will receive a catalogue
(paperback or digital version).
16- The prizes will be delivered in a public ceremony.
